Establishing a safety risk management system

Risk management must be normalized and long-term. Only by forming a risk management system that involves all employees, controls the entire process, performs self-repair, and continuously improves, can risks be controlled in a timely, dynamic, and effective manner. Enterprises should establish the concept that safety risks exist everywhere, at all times, and can arise and change at any time, and should implement risk assessment throughout the production and operation process, and continuously carry out risk identification and assessment grading.

1. Establish a working group:

Enterprises should establish a special leadership group for the establishment of a safety risk control system on the basis of the current safety production organizational structure. The group should consist of the main responsible person, responsible person in charge of specific area, relevant department heads, and professional and technical personnel. For enterprises with higher safety risks, registered safety engineers should participate. Enterprises that have difficulty in independently carrying out the construction of a safety risk control system can invite third-party professional service personnel or relevant experts to participate in the leadership group.

2. Collect materials:

Before establishing the documents for the safety risk control system, the following materials should be collected as much as possible:

1) Relevant laws and regulations, rules and regulations.

2) The statutory inspection report related to the relevant equipment and facilities of the enterprise.

3) The safety evaluation report related to the design of the enterprise.

4) The process material instructions and safety technical instructions of the enterprise.

5) The safe operation rules and safety production emergency plan of the enterprise.

3. Promotion and training:

1) Carry out comprehensive training. Make every employee aware of the requirements of the safety risk control system documents, focus on mastering the relevant job-specific safety risk grading control measures, control responsibilities, and requirements.

2) Provide risk warning and notice. The enterprise should provide clear and detailed warning notices on the safety risks, control measures, and corresponding requirements related to the enterprise, region, and position (equipment) in the appropriate locations.

In summary, establishing a safety risk management system is imperative for enterprises dealing with hazardous chemicals. Through the establishment of a working group, collection of materials, and promotion and training, risks can be effectively controlled and prevented from occurring, creating a safer production environment for employees and the surrounding area.
