Recently, Zhejiang Province in China has introduced an action plan aimed at promoting the development of cross-border e-commerce. The plan includes a series of measures to encourage businesses to engage in cross-border e-commerce, such as providing support for traditional manufacturing enterprises, online sellers, and commercial distributors to expand their business overseas. One of the key components of the plan is to foster the development of "cross-border e-commerce plus industrial clusters" by supporting traditional industries, such as agriculture and tourism, to leverage cross-border e-commerce to access new markets. Additionally, identifying specific industries such as consumer electronics with high value-added capabilities and providing digital transformation support, enabling smaller, more frequent and customized production.
Another important aspect of the plan is to focus on building strong brands and promoting them effectively, thereby facilitating wider adoption of Zhejiang Province's high-quality products. The plan aims to encourage businesses to build independent e-commerce sites and operate overseas brand centers, thereby creating 400 more high-impact provincial cross-border e-commerce brands with increased influence abroad. Furthermore, encouraging legal access to international data, facilitating improved trade feedback and customer engagement.
To facilitate the growth and sustainable development of cross-border e-commerce in Zhejiang Province, the plan also includes several initiatives aimed at ensuring comprehensive service delivery. A provincial cross-border e-commerce service platform will be created to deepen international trade "single window" construction. Moreover, more than 500 policy promotion activities, practical training seminars, and entrepreneurship mission events will be organized on an annual basis, catering to over 20,000 businesses.
To maintain favorable cross-border e-commerce growth conditions, the plan seeks to identify key areas in the supply chain, where enterprises with leadership and technical competence could serve as "chain leaders" for other businesses. It also encourages industry bodies and service providers to organize industry exchange activities, thereby providing support and resources to maintain a competitive edge for Zhejiang Province's businesses.
